You can create a special type of layers which does not store any business data or spatial geometries, but uses defined labels. They can be shared across map bases like ordinary layers, and can be edited via the Annotation tab and the access to them is controlled via the Permission Manager.
A location for the saved layer must be specified and a name given:
Once everything is created and referenced a confirmation window will pop up.
