To create TomTom or HERE Routing Service layer reference you only need to provide the correct Service and Token in the Create routing layer reference window and any layer title in the Title field.
The correct Service for Tom Tom TomTom routing is TomTomRoutingService and for HERE please use HereRoutingService.
